In the Verkhovna Rada of Ukraine
● The Verkhovna Rada of Ukraine, at its plenary session on April 8, 2026, adopted the Law “On the Fundamental Principles of State Supervision (Control)” (Reg. No. 14030 dated September 11, 2025).
The document is aimed at improving state control in the sphere of economic activity, enhancing the transparency of regulatory procedures, and aligning Ukrainian legislation with European standards.
The adopted Law provides for the unification of procedures for carrying out state supervision (control) measures, the elimination of ineffective and excessively burdensome provisions contained in the current Law of Ukraine “On the Fundamental Principles of State Supervision (Control) in the Sphere of Economic Activity,” as well as the creation of more predictable and fair conditions for doing business.
In particular, the Law introduces a risk-based approach to inspections, under which the state primarily focuses on enterprises whose activities are associated with increased risks to human life and health or safety, instead of conducting mass formal inspections. In addition, the document standardizes inspection rules for all supervisory authorities.
The implementation of the Law will ensure transparency and clarity of state inspections for businesses: enterprises will be less distracted by formal inspections, and unified procedures will reduce corruption risks.
● Members of Parliament of Ukraine, Ruslan Stefanchuk, Oleksandr Korniienko, Mykhailo Stefanchuk and others (more than 100 in total), have registered in the Verkhovna Rada of Ukraine a draft Civil Code of Ukraine (Reg. No. 15150 dated April 9, 2026).
The draft law proposes a comprehensive recodification of private law in Ukraine in the form of a new Civil Code of Ukraine, structured into nine books. The essence of the changes lies not in fragmentary amendments to individual provisions, but in a systemic renewal of private law institutions, unification of terminology, elimination of internal conflicts, increased predictability of law enforcement, and harmonization with modern European approaches.
