The Construction of These Facilities Will Require Crushed Stone ProductsIn the Central Executive Authorities

By Order No. 183-r dated March 4, 2025, the Cabinet of Ministers of Ukraine approved the Strategy for the Development of the Civil Protection Shelters Fund for the Period up to 2034 and adopted the operational action plan for its implementation during 2025–2027.

The Strategy envisions an increase in the number of civil protection shelters through the construction of new civil protection facilities and dual-purpose structures:

• First stage (2025–2027): +2,300 facilities
• Second stage (2028–2030): +3,000 facilities
• Third stage (2031–2034): +8,000 facilities

To achieve these goals, estimated financing in the amount of UAH 789.3 billion is required:

• First stage – UAH 151.1 billion
• Second stage – UAH 181.6 billion
• Third stage – UAH 456.6 billion

Of this amount, UAH 81.2 billion is expected to come from the state budget. Additionally, it is planned to attract UAH 642.5 billion (EUR 14.69 billion) from the international Coalition for the Development of the Civil Protection Shelters Fund, which is expected to be established during the first stage.

The financing volume for the Strategy’s implementation will be adjusted annually in accordance with the allocations provided in the Law on the State Budget of Ukraine for the respective year.

Note: The construction of these facilities will require significant volumes of crushed stone and related materials.
