The Parliament of Ukraine has approved the Legislative Action Plan and the Agenda for 2025
At its plenary session on February 11, 2025, the Verkhovna Rada of Ukraine approved the Plan of Legislative Work of the Verkhovna Rada of Ukraine for 2025 (reg. No. 13010 of February 10, 2025).
This Plan consists of two sections:
- Section I “List of issues requiring legislative regulation aimed at adapting Ukrainian legislation to the provisions of the European Union acquis in terms of fulfilling Ukraine’s international legal obligations in the field of European integration”
- Section II “List of other issues requiring legislative regulation”.
Each of these chapters has mostly the same subsections (agrarian and land policy; anti-corruption policy; environmental policy and nature management; economic development; energy and housing and communal services; legal policy; transport and infrastructure; finance, tax and customs policy; digital transformation, etc.)
As for the 2025 Draft Legislative Action Plan itself, here are just a few examples:
- The subsection “Environmental Policy and Nature Management” of Section I provides for consideration by the Verkhovna Rada of Ukraine in the second quarter of this year of the draft new Law of Ukraine “On Waste from Extractive Activities” (paragraph 12), and in the fourth quarter – of the draft new Laws of Ukraine “On Batteries, Accumulators and Waste Batteries and Accumulators” (paragraph 19) and “On Used Tires, Used Oils and End-of-Life Vehicles” (paragraph 20).
- The subsection “Economic Development” of Section I provides for consideration by the Verkhovna Rada of Ukraine in the third quarter of this year of the draft new Law of Ukraine “On Handling Explosive Materials for Civil Use” (paragraph 33).
- The subsection “Transport and Infrastructure” of Section I provides for consideration by the Verkhovna Rada of Ukraine in the fourth quarter of this year. of the draft of the new Law of Ukraine “On the system and features of the functioning of the railway transport market of Ukraine” (paragraph 94).
- The subsection “Finance, tax and customs policy” of section I provides for consideration by the Verkhovna Rada of Ukraine in the IV quarter of this year of the draft of the new edition of the Customs Code of Ukraine (paragraph 104).
- The subsection “Economic development” of section II provides for consideration by the Verkhovna Rada of Ukraine in the II quarter of this year of the draft Law of Ukraine “On Amendments to the Law of Ukraine “On Limited and Additional Liability Companies” regarding ensuring the possibility of creating additional capital by the company and making contributions to the additional capital of the company by the company’s participants” (paragraph 178), and in the IV quarter of this year – of the draft Law of Ukraine “On Amendments to the Law of Ukraine “On the Permit System in the Sphere of Economic Activity” regarding the protection of the rights of business entities in the sphere of the permit system” (paragraph 185).
In total, the Plan consists of 417 items and contains 219 pages.
Also, on February 11, 2025, the Verkhovna Rada of Ukraine approved the agenda of the thirteenth session of the Verkhovna Rada of Ukraine of the ninth convocation (Registration No. 13011 dated February 10, 2025), which consists of the following appendices:
Appendix No. 1 “Agenda of the thirteenth session of the Verkhovna Rada of Ukraine of the ninth convocation”, which includes issues prepared for consideration at plenary meetings and issues that are instructed to prepare and finalize for consideration at the session;
Appendix No. 2 “List of draft laws that the committees of the Verkhovna Rada of Ukraine propose not to include in the agenda of the thirteenth session of the Verkhovna Rada of Ukraine of the ninth convocation, and a list of resolutions that are proposed to be recognized as having lost force”;
Appendix No. 3 “List of draft laws included in the agenda of the twelfth session of the Verkhovna Rada of Ukraine of the ninth convocation, in respect of which applications for their withdrawal have been received”;
Appendix No. 4 “List of additional issues proposed for inclusion in the agenda of the thirteenth session of the Verkhovna Rada of Ukraine of the ninth convocation, approved at the meeting of the Conciliation Council of deputy factions (deputy groups) on February 10, 2025”.
