The relevant Committee of the Verkhovna Rada of Ukraine has completed consideration of Draft Law No. 14174

The Verkhovna Rada Committee on Transport and Infrastructure spent two consecutive days — May 12 and 13, 2026 — reviewing amendments and proposals to the draft Law “On the Safety and Interoperability of Railway Transport of Ukraine” (Reg. No. 14174 dated October 31, 2025), prepared for the second reading.

As previously reported (see the “News” section dated May 5, 2026), during its meeting on April 28, 2026, the Committee announced a recess and postponed consideration of the matter until May 12 due to unresolved procedural issues.

On May 12, 2026, members of the Committee resolved the procedural matters and proceeded to review the table of amendments and proposals, which contained 2,354 amendments and proposals submitted by 50 Members of Parliament of Ukraine.

On May 13, 2026, the Committee completed consideration of the table of amendments and proposals prepared for the second reading of the draft Law “On the Safety and Interoperability of Railway Transport of Ukraine”.

Following the review, the Committee decided to:

• – approve 86 amendments and proposals;
• – approve 298 amendments and proposals in the wording proposed by the Committee;
• – reject 1,970 amendments and proposals; and
• – recommend that the Verkhovna Rada of Ukraine adopt the draft Law “On the Safety and Interoperability of Railway Transport of Ukraine” at the second reading and as a whole, subject to the necessary technical and legal revisions.

The meetings were also attended by O.S. Balesta, Deputy Minister for Communities and Territories Development of Ukraine; M.S. Lahunin, Head of the State Service of Ukraine for Transport Safety; O.S. Pertsovskyi, Chairman of the Management Board of JSC Ukrzaliznytsia; as well as experts from the Ministry for Communities and Territories Development of Ukraine and JSC Ukrzaliznytsia.

The Association reminds that Draft Law No. 14174 was submitted by the Cabinet of Ministers of Ukraine and adopted in the first reading by the Verkhovna Rada of Ukraine during its plenary session on December 17, 2025.
