The State Statistics Service of Ukraine Іnforms:
1. The state statistical observation form No. 1P-NPP (annual) “Report on the Production and Sales of Industrial Products” has been approved and is available for completion and submission by all respondents, in particular:
- as of 6 January 2026, the form is available in the “Respondent’s Cabinet”;
- reporting is accepted 24/7 in electronic form;
- the updated forms have been transferred to developers of electronic reporting software (M.E.Doc, FREDO Report, ZvitOperator, Sonata, etc.).
To obtain additional clarifications and practical support, enterprises may use:
- the feedback functionality of the “Respondent’s Cabinet”;
- advisory support from the state statistics authorities.
For reference:
- Form No. 1P-NPP (annual) was approved by the Order of the State Statistics Service of Ukraine dated 24 March 2025 No. 50 and is introduced starting with reporting for 2025;
- the form is submitted annually;
- it contains information exclusively on industrial products manufactured on the territory of Ukraine;
- the deadline for submission for 2025 is 28 February 2026.
2. As of 1 January 2027, Ukraine will transition to a new Classification of Types of Economic Activities – NACE 2.1-UA, harmonized with the standard statistical Classification of Economic Activities of the European Community – Nomenclature of Economic Activities (NACE Rev. 2.1).
Compliance with NACE Rev. 2.1 has been confirmed by Eurostat.
This classification will ensure compatibility of Ukrainian economic data with EU statistics and will replace the national classifier DK 009:2010 “Classification of Types of Economic Activities”, approved by the Order of the State Committee of Ukraine for Technical Regulation and Consumer Policy dated 11 October 2010 No. 457 (as amended).
The new classification was approved by the Order of the State Statistics Service of Ukraine dated 28 October 2025 No. 191.
The transition to the new classification is driven by:
- Ukraine’s European integration course;
- harmonization of statistical methodology with the EU;
- implementation of international standards for data collection, processing, analysis, and dissemination;
- the need to reflect current market realities more accurately and capture actual economic activities.
NACE 2.1 is the current version of the classification introduced by the EU into statistical practice in 2025. Its implementation in Ukraine ensures full methodological synchronization, data comparability, and facilitates business cooperation with European partners.
The core concept of the classification is grouping enterprises based on common characteristics: type of products or services, technological processes, shared raw material base, or production methods. Each group is assigned a code used to determine the primary and secondary economic activities of enterprises and their structural units.
The transition to NACE 2.1-UA will be implemented gradually in accordance with the Action Plan for the Introduction of the Classification of Types of Economic Activities (NACE 2.1-UA) into State Statistical Activities as of 1 January 2027, approved by the Order of the State Statistics Service of Ukraine dated 25 December 2025 No. 244.
What should businesses do now?
For most enterprises, changes will occur automatically, without the need for additional actions. This applies to activities for which the new NACE 2.1-UA classification maintains a direct “1-to-1” correspondence between old and new codes (the final level of correspondence will be determined by the State Statistics Service of Ukraine).
Re-registration will be required only for enterprises where:
- the current NACE (KVED) code has been split into several separate codes, meaning the activity is described in greater detail; or
- the current code has a complex (“indirect”) correspondence, for example, where several old codes are merged or redistributed into other codes.
In such cases, enterprises will need to update their registration data after the correspondence table is officially published.
The State Statistics Service of Ukraine remains available, preparing scheduled explanations and consultations regarding code determination and procedures for different categories of businesses to ensure that the transition to NACE 2.1-UA is as clear and convenient as possible.
