Within the Legislative and Executive Authorities

● On 27 August 2025, the Committee of the Verkhovna Rada of Ukraine on Law Enforcement Activities, at its extraordinary meeting, considered the draft Law of Ukraine “On Amendments to the Criminal Procedure Code of Ukraine Concerning the Improvement of Safeguards for Business Entities during Criminal Proceedings” (Reg. No. 12439 of 24 January 2025) and recommended that the Verkhovna Rada of Ukraine adopt it in the second reading and as a whole.

Notably:

1. The Federation of Employers of Ukraine has expressed its support for this draft law (see information at: FRU source).

2. The National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAP) argue that Draft Law No. 12439 may hinder investigations into high-level corruption and have called upon Members of Parliament to refrain from voting for a measure that could inflict a painful blow on the anti-corruption system and the administration of justice (see information at: Mind.ua source).

● The State Emergency Service of Ukraine has finalized the draft Resolution of the Cabinet of Ministers of Ukraine “On Amendments to the Procedure for the Identification of High-Risk Facilities and Their Registration” and submitted it for approval to the State Regulatory Service of Ukraine.

This draft Resolution of the Cabinet of Ministers of Ukraine was developed in line with Directive 2012/18/EU of the European Parliament and of the Council of 4 July 2012 “On the control of major-accident hazards involving dangerous substances, and amending and subsequently repealing Council Directive 96/82/EC” and is aimed at improving the procedure for identifying high-risk facilities.
