In the Central Executive Authorities
The Ministry of Finance of Ukraine has presented the main macroeconomic indicators and social standards for 2026–2028.
According to projections, the Consumer Price Index (CPI) compared to the previous year is expected to average:
- 112.2% in 2025,
- 109.7% in 2026,
- 107.1% in 2027,
- 105.0% in 2028.
The average exchange rate of the Ukrainian hryvnia to the US dollar is projected to be:
- UAH 43.7 per USD by the end of 2025,
- UAH 44.8 per USD by the end of 2026,
- UAH 45.3 per USD by the end of 2027,
- UAH 45.8 per USD by the end of 2028.
The planned minimum monthly wage is as follows:
- from January 1, 2026 – UAH 8,688;
- from January 1, 2027 – UAH 9,374;
- from January 1, 2028 – UAH 10,059.
The general subsistence minimum is projected at:
- from January 1, 2026 – UAH 3,171;
- from January 1, 2027 – UAH 3,358;
- from January 1, 2028 – UAH 3,536.
The subsistence minimum for able-bodied persons is expected to be:
- UAH 3,288 in 2026,
- UAH 3,482 in 2027,
- UAH 3,667 in 2028.
According to the budget process roadmap, the Ministry of Finance of Ukraine was to submit the draft Budget Declaration for 2026–2028 to the Cabinet of Ministers of Ukraine by May 15, 2025. The Government is expected to approve it by June 1. Subsequently, the document must be considered by the Verkhovna Rada of Ukraine by July 15 of the current year.
