In the central legislative and executive authorities
● People’s Deputies of Ukraine D.A. Natalukha, G.V. Lichman and S.O. Taruta, as subjects of the right of legislative initiative, submitted to the Verkhovna Rada of Ukraine the draft Law “On Amendments to the Code of Ukraine on Administrative Offenses /on Liability for Violation of Legislation on Protection of Economic Competition/” (Reg. No. 12441 of January 26, 2025).
This draft law provides, in particular, for the deletion of Articles 1643 “Unfair Competition”, 1661 “Abuse of Monopoly Position in the Market” and 1662 “Unlawful Agreements between Entrepreneurs”, and the restatement of Article 1663 “Discrimination of Entrepreneurs by Authorities and Governments” as “Anti-competitive Actions of Authorities, Local Governments, Administrative and Economic Management and Control Bodies”.
● The State Service of Geology and Subsoil of Ukraine has developed a draft resolution of the Cabinet of Ministers of Ukraine “On Amendments to the Classification of Mineral Reserves and Resources of the State Subsoil Fund”.
The draft regulatory act amends the Classification of Mineral Reserves and Resources of the State Subsoil Fund, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 432 dated May 5, 1997, to set out a new version.
The amendments to the Classification are aimed at establishing the basic principles of quantitative assessment of mineral resources, which will contribute to the establishment of uniform principles for the State Fund of Subsoil of Ukraine for calculation, geological and economic assessment, state accounting and reporting on the use of mineral reserves and resources, according to the level of their socio-economic and industrial importance, the degree of detail of the project, technological study and preparation of mineral deposits for industrial development, the degree of geological study, etc.
The classification is a tool for assessing mineral deposits and determining their commercial attractiveness, industrial significance, geological exploration, and reliability of state accounting, and a basis for controlling and managing reserves and resources, preparing production forecasts, business plans of mining companies, and state and commercial planning of exploration.
The classification makes it possible to allocate mineral reserves, account for them and make an economic assessment and bring it as close as possible to international standards.
