On the 2026 Integrated State Supervision (Control) Plan

By Order No. 189 of 14 November 2025, the State Regulatory Service of Ukraine approved the Integrated State Supervision (Control) Plan of state supervisory (control) authorities for 2026 (hereinafter – the “Plan”).

The Plan includes 31,876 business entities across various industrial sectors and forms of ownership, among them numerous crushed-stone and quarrying enterprises such as: PJSC Ivanivskyi Specialized Quarry (Vinnytsia region), LLC Rybalskyi Quarry (Dnipropetrovsk region), LLC Leznykivskyi Quarry and LLC Trud (Zhytomyr region), PJSC Zaporizke Quarry Management (Zaporizhzhia region), PJSC Bilotserkivskyi Quarry and LLC Sipan (Kyiv region), PJSC Kirovohradgranit and PE Novoukrainskyi Granite Quarry (Kirovohrad region), PJSC Mykytivskyi Granite Quarry (Mykolaiv region), LLC Vyrivskyi Quarry, PJSC Ivano-Dolynskyi Specialized Quarry and PJSC Rafalivskyi Quarry (Rivne region), LLC Talnivskyi Crushed Stone Plant (Cherkasy region), among others.

These enterprises will primarily be inspected for compliance with legislation in the following areas:

• geological exploration and rational use of mineral resources (State Service of Geology and Subsoil of Ukraine);
• land use and land protection (State Service of Ukraine for Geodesy, Cartography and Cadastre);
• state mining supervision, labour protection and occupational safety (State Labour Service of Ukraine);
• technogenic and fire safety (State Emergency Service of Ukraine);
• environmental protection, rational use, reproduction and safeguarding of natural resources (State Environmental Inspection of Ukraine).

The adoption of this Plan does not contradict Cabinet of Ministers Resolution No. 303 of 13 March 2022 “On the Suspension of State Supervision (Control) Measures under Martial Law,” as the Resolution does not impose any restrictions on the intention of state supervisory (control) authorities to plan such measures.
