Round Table on Sanctions Policy and Management of Seized Assets in the Subsoil Use Sector
In accordance with an official invitation, the CEO of the Association participated in the round table discussion “Sanctions Policy and Management of Seized Assets in the Subsoil Use Sector: Challenges, Lessons, and the Future”, held on May 15, 2025, at the press center of the Ukrinform news agency (see also the “News” section, publication dated May 12, 2025).
The event gathered the Head of the Asset Recovery and Management Agency (ARMA) of Ukraine, Mr. O.O. Duma, along with representatives of the Ministry of Economy, the State Service of Geology and Subsoil, the State Tax Service, industry associations, the extractive sector, civil society, and independent media.
Key topics discussed included:
– Assets confiscated by the state: the status and handling of extractive assets before and after rulings by the High Anti-Corruption Court (HACC);
– Sanctions-related operational risks: the status and outlook for mining enterprises owned by sanctioned entities;
– “Reinforced” subsoil: the fate of subsoil assets transferred to ARMA’s management;
– Procedural conflicts (sanctions/ARMA): if stalemate is not an option, what is the way forward?
Speakers highlighted the urgent need for amendments to the current sanctions legislation to prevent the complete shutdown of subsoil enterprises. They also emphasized the importance of requiring participation by a representative of the affected enterprise in meetings of the Interagency Working Group on the Implementation of State Sanctions Policy, established under Resolution No. 967 of the Cabinet of Ministers of Ukraine dated August 30, 2022.
